If White moves first, then the only drawing move is 1. Kd2 which gets "Distant Opposition". This is so that when Black moves forward, White can still get opposition. For example, 1... Ke5 2. Ke3 draws with opposition, or likewise 1... Kd5 2. Kd3 draws. If 1... Kc5 2. Kc3 draws, but so does 2. Ke3 with diagonal opposition.
If Black moves first and brings the king forward then White can still get the opposition, such as 1... Ke5 2. Ke3, 1... Kd5 2. Kd3, or 1... Kc5 2. Ke3 draws by preventing 2...Kd4.
