If White moves first, then the only drawing move is 1. Kd2 which gets "Distant Opposition". This is so that if Black moves forward, White can still get opposition. For example, 1... Ke5 2. Ke3 is a drawn edgame, or 1... Kd5 2. Kd3 draws. If 1... Kc5 2. Ke3 draws.
If Black moves first and moves the king forward then White can still get the opposition, or if 1... Kc5 2. Ke3 draws.
